I think TR should have a council of representatives, separate from the moderators, to discuss actions to be taken by the clan and set up rules/regulations for such, ex. Five council members discuss a suggestion, set up rules by a majority vote and send the results to be overlooked by the admins and moderatiors. Like, Council is the senate, mods are the supreme court and admins are executives.

No... Cial, don't make Clans such a complicated thing to be in. If an Admin likes a suggestion (Specifically Vamperz), they'll add it. We don't need an entire government to run a simply Clan. And besides, like 75% of the Clan members are inactive, so we don't need such a large and vast system to run like, 80 members.
