Its not the time machine per-se, but rather fiction pertaining to it.
Government is worried that if the citizens read or watch things with alternate history; they might begin to question the way real history is portrayed.
And well all know they are the masters of smudging things, hiding the truth, and pretending events never happened.
The reincarnation one is because certain buddhists are said to have the ability to choose who or what to be reincarnated as.
Like the Dalai Lama.
And that scares them.

Additionally, I also agree with the furbies and emo laws.
Those things bother me greatly, the furbies are pretty bad too.
