The way I see it, bumping is usable when a thread begins to drop down the page because it hasn't been posted on in a while, but normally would get a lot of activity. Not really usable for subforum topics such as "Why polygamy should return to America" because you're probably the only one interested in that.
If people don't appear to be interested in something, you don't need to keep bumping a thread until others get irritated. When you get past a single bump with no reply, that thread is probably dead.
SUMMARY:
1) People cannot bump more than twice in a row
2) A bump can not follow a bump unless there is a significant amount of time between, like at least a few days
3) Bumps are good when you ask a question in a fairly active topic and it doesn't get answered for multiple days and starts to fall down in the subforum
4) Admins have the final judgement on if you are going past your limit on bumps
5) Stickied threads are not bumpable
If you think a thread is extra important, tell an admin and we'll consider stickying it.
