The central unit spins clockwise, the spogs (metal bars) in the middle can be perceived as both clockwise and counterclockwise, and the rim spins clockwise judging from the shadow.
However, it's an optical illusion that jumps images every five frames, so it fools the eye into believing its traveling clockwise fast or counterclockwise slow.
