For Mario Kart DS:

To stop a player from using a spiny, you have to knock them out with either a bomb, another spiny, a lighting bolt, or literally knock them off the track.

However, to dodge a spiny, you need to be in a power slide with red flames. When the spiny is about to make it's impact, immediately activate the boost from the power slide and engage into another power slide in the exact same direction. Not only that, but you would have to turn hard into that direction for the second power slide.

You should be unharmed if all goes well.

Well... You have to jump while dodging then release your boost...But yeah.. Anyways other tricks on mario kart is the PrB,Prolonged Rocket Boost, Which is like having a good start then you start snaking but you can't stop and this make your kart go over any terrain without any slowing down... Like your driving on nothing... But if you stop snaking or you hit something you lose you boost. Check it on youtube for more information .-.
