You can do pixel art on any program with a pencil tool.

Maybe when you run up to an NPC they have their own separate screen, like in DF. And the NPC's would look better than pixel'd.

Well I'm currently working on some art for Sunset City, when Nel gets back with the animations we should be able to have a nice test product.
