Just to add another category of car into the pot, my wife's car is an assisted hybrid, ie it self charges a smallish battery on overrun to utilise on assisting the next acceleration point - think f1 cars battery assistance. Now how can these cars be separated from hybrids that can charge a battery to take over from the petrol engine at times?

Reading and re-reading the information it appears the only Hybrids they're screwing  with new taxing are plug-in hybrids which was part of my discussion with @Chris Hale on page 2 of this thread.
